Session of the Government: financial and economic objectives, digitization, international cooperation

President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where current issues of the state life has been reviewed.

First, the President called Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on the situation in the sphere under his supervision.

Reporting on fulfilment of assignments, the Vice-premier informed about measures for protection of high rates of social and economic development of the country as well as on further improvement of activity of financial and economic sector facilities.

Further, Chairman of the Central Bank M. Annadurdiyev reported on work for improvement of level of availability of financial services for the population, entities of small and medium entrepreneurship, increment of volume of deposits of the citizens and crediting of financially beneficial projects in the leading sectors of the economy of the country.

Having listened to the reports, President Gurbanguly Berdimuhamedov noted that it is necessary to take systematic measures for supporting of stable rates of social and economic development of the country. At the same time, it is important to improve mechanisms, which stimulate processes of diversification of the branches, expansion of list of competitive national production and its export.

For achievement of this goa, it is necessary to study the world trends and their impact of Turkmen economy, to strengthen stability of national financial and economic system, the Head of the State highlighted and directed the Vice-premier to enforce attention to expert and analytical and organization activity of the structures under his supervision.

Speaking of the utmost objectives of banking sphere, the Head of the State noted that reduction Of cash circulation and introduction of instruments of non-cash payment, which are based on modern technologies including ATM card, are among perspective directions of work of crediting facilities.

In this regard, it is necessary to approach with responsibility to regulation of financial operations made using similar methods, the Head of Turkmenistan noted, having addressed the Vice-premier and the Head of the Central Bank with specific assignments.

President Gurbanguly Berdimuhamedov gave certain assignments regarding provision of strict control of timely implementation of activities outlined in the Concept of digitization and Programme of social and economic development of the country in 2020 – 2025.

After, Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the measures for uninterrupted provision of local requirements of consumers with energy carriers and increment of export potential of fuel and energy complex. In this direction, the works are carried out for finding of natural reserves of oil, gas and gas condensate as well as for increment of production volumes of hydrocarbons at existing deposits.

In this regard, the State Concern Türkmengaz has announced international tender. Based on the results, the most beneficial commercial proposal of foreign partners for improvement of production of number of gas wells at Döwletabat Field has been selected. Following the results of the tender, relative contract is planned to be signed.

After, the President called State Minister Chairman of the State Concern Türkmengaz M. Archayev who reported on activity of his structure, measures for increment of volume of natural gas production and improvement of works according to time requirements.

Summing up the reports, President Gurbanguly Berdimuhamedov highlighted the necessity of continuation of steadfast modernization of industrial infrastructure and diversification of national fuel and energy complex, increment of output capacity of production and processing sectors, production of various petrochemical products, which are on demand in local and foreign markets.

In this context, the Vice-premier and Head of the State Concern Türkmengaz were directed to continue cooperation and exchange of practice with all interested foreign partners including in the sphere of increment of production output of oil and gas wells, stimulation of investment activity and realization of new joint projects.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in the regions of the country and informed that the cotton sowing is carried out actively these days.

Mineral fertilization and vegetation irrigation are carried out at the fields under wheat. At the same time, active preparation to the grain harvest season is ongoing. Thorough care of springs as well as other agricultural activities are carried out in the fields allocated for potato, onion and other agricultural and cucurbitaceous crops according to approved schedule.

Chairman of the State Water Management Committee G. Bayjanov presented detailed report on video conference on saving of Aral Sea between Turkmenistan, Kazakhstan, Tajikistan and Uzbekistan.

It was mentioned that special attention to be paid to priority directions of interstate cooperation including on the subjects of development and realization of long-term strategy for rational use and management of water resources, natural protection and other current subjects during online discussion.

Addressing the Vice-premier, President Gurbanguly Berdimuhamedov noted the necessity of responsible approach to seasonal agricultural campaigns and activation of works at the fields of the country.

Noting importance of development of fruitful international cooperation for development of coordinated solutions of the utmost objectives related to Aral Sea problems, the Head of the State highlighted the necessity of wide involvement of all mechanisms and instruments of water diplomacy for these purposes and gave relative instructions to the Vice-premier and Head of the Water Management Committee.

Further, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev was called up to the session. The Vice-premier reported to President Gurbanguly Berdimuhamedov on fulfilment of assignments given by the Head of the State on construction of roads, internal and external engineering systems in new modern centre of Ahal Velayat.

It was informed that the Ministry of Construction and Architecture had staged tender on selection of contractors for project design and construction of water, irrigation and sewage systems, rain and mud water diversion as well as internal and external roads, by which results the best local companies, which have better experience, have been selected and relative proposals have been prepared.

All presented proposals have been analyse by Interdepartmental Tender Committee for costing of facilities and buildings, which under construction and reconstruction in Turkmenistan. The Commission made its conclusions. It is planned to start construction works this month and to complete first stage in September next year. The commissioning of the facilities is planned in December 2022.

Minister of Construction and Architecture R. Gandymov reported on work for opening of cultural, social and production facilities with high quality and in planned timeline as well as on measures for improvement of activity.

Having listened to the reports, the Head of the State noted big importance paid to construction of new administrative centre of Ahal Velayat and ordered relative leaders to hold the construction in compliance with timeline and quality of works under permanent control.

Deputy Chairman of the Cabinet of Minister B. Ovezov reported on introduction of digital system to work of Türkmenawtoulaglary Agency where steadfast measures for implementation of the Programme of development of foreign economic activity of Turkmenistan in 2020 – 2025 and the Concept of development of digital economy are taken the same like in other branches of transport complex of the country.

For these purposes, Türkmenawtoulaglary Agency is planning to create informational base of local and transit vehicles, vehicles coming from foreign countries, which carry out transport services in Turkmenistan and on international routes.

Tracking of their movement will be carried out using GPS control and relative software for analysis of time and space coordinates of the object. The project is planned to be implemented in phases.

At the first stage, digital tracking systems will be installed on taxis and passenger buses running in the capital and velayats, which will allow monitoring their location, speed and compliance with schedule, fuel consumption, time for maintenance and other.

At the second phase, cargo transport moving across the country will be provided with digital monitoring and Turkmen vehicles making international transportation – at the third phase, which will give opportunity to control their movement and making electronic permits for crossing borders. Electronic map and centralized informational base, which will include all information about arriving and transiting vehicles, will also be made.

Türkmentehnogurluşyk CJSV of Türkmenawtoulaglary will be engaged in this project until October 1, 2020.

President Gurbanguly Berdimuhamedov has called Chairman of Türkmenawtoulaglary Agency O. Sukhanov who reported on the situation in his organization and work for implementation digital technologies to its activity.

Having listened to the reports and highlighted that control of transport vehicles including analysis of their technical condition, route and location allows increasing safety of transportation and efficiency of business in general, the Head of the State gave assignments for improvement of quality of services in this sphere to the Vice-premier and Head p Türkmenawtoulaglary Agency.

Connection to monitoring system of vehicles making passenger and cargo transportation around the country, transit of transport management system to modern digital technologies would open new page in development of Turkmenistan as big transport hub of the region and continent.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov repored on opening of electronic exhibition of export oriented products and services as well as on work for organization of review dedicated to achievements of carpet, textile and trade industry of Turkmenistan, having presented relative proposals.

It was noted that virtual exhibitions are widely spread in the internet and are effective mechanism of development of international business relations, foreign trade and expansion of trade.

Electronic data about facilities and organizations, production and services, achieved economic success will be presented to wide users under digital exposition using advanced technologies and electronic images. Such format gives number of advantages including unlimited time and access to information about variety of products made in Turkmenistan by all interested users.

Virtual exhibition of export production is proposed to be developed in coordination with Trade and Industrial Chamber and to place electronic expositions of different branches and representatives of private sectors.

Such format of review will allow their participants saving financial, time and labour resources as well as will support small and medium business.

The Head of the State has also called Minister of Textile and Industry R. Rejepov who reported on measures for opening of new production facilities aimed at import substitution and increment of export potential of the industry.

Having listened to the reports, President Gurbanguly Berdimuhamedov noted that congress and exhibition activity is one of powerful tools of international trade and economic and investment cooperation.

Speaking of the project of opening of virtual exhibition of export goods of Turkmenistan, the President highlighted the currency of such presentation of information, which meets the Concept of development of digital economy of the country and gives opportunity to expand the geography of trade partnership.

It will also support wide introduction of results of large-scale reforms in Turkmenistan, processes of industrialization and modernization of national industry and service sphere to international business circles, the Head of the State said, having addressed the Vice-premier with specific assignments for provision of proper level of new internet platform.

President Gurbanguly Berdimuhamedov noted that wide variety of textile products from natural cotton and silk as well as Turkmen handmade carpets, which meets international standards, are made in our country.

Relative advertisement and informational support is required for active promotion of this production in foreign markets. In this context, having focused on importance of virtual exhibition of export goods of Turkmenistan, the Head of the State noted that it has to reflect the capabilities of our country in this direction.

Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on work for transfer of newspapers and magazines to digital format.

It was mentioned that new tools, models and technologies are implemented to work processes and organization structure of mass media according to the Concept of development of digital economy.

Presented project, which has been developed taking into account the world practice, will give wide opportunities for operative familiarization of material of periodic, news and other information. Availability of electronic fund of each media will allow subscribing to their newsletters according to individual choice of readers.

Having introduced the capabilities of new system to the Head of the State, the Vice-premier noted that its implementation would allow reducing the cost of paper and other printing production significantly.

Having listened to the report, the President of Turkmenistan highlighted that transition of printing periodic from traditional paper media to electronic format and internet versions are important directions of digitization of Turkmen mass media, which are aimed at entering of level of modern standards.

Introduction of digital system to this sphere will allow not only significantly reduce time and material resources for printing production but, which is more important, will increase the level of awareness of the world community about life of our country, its achievements, having provided availability of information on various receiving media.

In this regard, Turkmen leader noted the necessity of study and adoption of the best world practice, improvement of work of all profile structures by active introduction of new media technologies.

The Head of the State gave certain instructions to the Vice-premeir for organization of work in this direction on modern level.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on work for development of scientific and education sphere.

It was mentioned that steadfast measures are taken in the last several years for integrated modernization of educational system. Special focus is made on introduction of new standards of education and world innovative educational methods. The Concept of development of digital education system, which provides active provision of educational facilities with advancec computer and multimedia equipment, necessary electronic resources, is aimed at this purpose in the first place.

Speaking of importance of work for improvement of national education system, the President highlighted that started fundamental reforms in this important sphere serve as the best guarantee of good education of Turkmen youth, which meets time requirements and high international standards.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on work for further development of cooperation of neutral Turkmenistan with international organizations.

At present time, practical measures are taken for realization of initiatives of Head of the State Gurbanguly Berdimuhamedov for expansion of cooperation in this direction, which were made at the 74th session of the UN General Assembly and International Conference in Ashgabat on January 14 this year.

In this regard, special attention is paid to strategic partnership with the United Nations Organization. As is known, Turkmenistan and the UN signed the Framework Programme of cooperation in the sphere of sustainable development in 2021 – 202. Work for development of the Country Programmes with the UNDP, UNICEF, UNPF in outlined period is carried out on its base. Relative consultations with the above-mentioned organizations are planned in April – May.

Expansion of cooperation with the UN European Economic Commission and the Economic and Social Commission for Asia and Pacific (ESCAP) is an important aspect of development of relations with the United Nations.

In particular, special importance is paid to modernization of transport infrastructure in Eurasia as well as to creation and efficient operation of transit and transport corridors, toward to which the policy of President Gurbanguly Berdimuhamedov is aimed.

In this context, it is proposed to hold working meeting with participation of representatives of ministries and profile departments of our country in cooperation with the UNECE on April 14 this year. Its main purpose is to discuss joining of Turkmenistan to 8 international documents, which are aimed at strengthening of efficient partnership in transport sphere.

Collaboration on climate change, environment protection, rational nature use and provision of ecological safety are the main vectors of cooperation with the UN and its structures.

Further development of the partnership with the UN Environment Programme, which headquarter is located in Nairobi (The Republic of Kenya) seems to be necessary for activation of contacts in this direction.

In this regard, it is proposed to appoint Permanent Representative of Turkmenistan under the UN in Geneva as Permanent Representative of our country under the UNEP, which will be actual measure for strengthening of cooperation in this large structure.

Important place is given to realization of the course toward expansion of trade and export potential of the country under the partnership with international organizations. Special attention in this case is paid to cooperation with the World Trade Organization (WTO).

Special government commission has been formed up for study of subject of joining of Turkmenistan to the WTO in 2019. It was stated by the outcomes of the sessions as well as consultations with representatives of the above-mentioned organizations and international experts that participation of our country to the WTO in the status of observer as first measure will make optimum capabilities for modernization of national economy. It is proposed to hold regular session of the commission for discussion of this subject on April 15.

Activation of relations with specialized international organizations in implementation of modern technologies and innovations to all branches of economic complex seems to be necessary. Cooperation with the World Organization of Intellectual Property (WOIP) opens new capability for this.

In this regard, it is proposed to have video conference session with participation of the WOIP representatives, number of profile ministries and departments of Turkmenistan on exchange of practice in the sphere of copyright protection, study of the bases on intellectual property in universities, other current issues on April 16.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that developing constructive cooperation with competent international organizations, our Motherland makes significant contribution to common efforts for strengthening of peace and security, provision of prosperity and progress in regional and global scale.

The Head of the State noted that strategic character is initially inherent to the partnership with the UN and its leading specialized structures, with which close contacts have been established, joint projects I social and economic, humanitarian, ecological, legal and other spheres have been successfully realized and are implemented.

Adoption of the resolutions of President Gurbanguly Berdimuhamedov indicating importance of neutral status of our country as well as related to provision of energy safety, strengthening of effective cooperation in transport sphere is visual example of effectiveness of this old cooperation.

Initiatives of Turkmen side in wide range of spectrum of partnership aimed at the achievement of the Goals of Sustainable Development find support and recognition of the United Nations.

Having highlighted that our country would continue actively developing multidimensional cooperation with the UN and other international organizations, the Head of the State approved proposals, having directed the Vice-premier, the Head of Foreign Ministry to continue relative systematic work and provide high organizational level of all planned events.

Finishing the video conference session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health and success in work to all participants.
