Working session: key tasks of development of finance and economics, transport and communications

President Gurbanguly Berdimuhamedov held a working meeting with the participation of Deputy Chairmen of the Cabinet of Ministers B. Ovezov and G. Mushshikov, who are in charge of the transport and communication, financial and economic sectors.

Opening the meeting, the President noted that given the difficult epidemiological situation in the world and the region, it was important to maintain steady paces of development of all segments of the economic complex. Moreover, great attention should be paid to the implementation of measures outlined at government meetings.

The President of Turkmenistan underlined that it was necessary to refine the plans approved for the current year, which were developed based on the Programme for Socio-Economic Development for 2020-2025, as well as industry programmes.

Deputy Prime Minister B. Ovezov reported on practical steps taken by the structures under his supervision with the aim to improve logistics and maintain the growth rate of freight and passenger traffic.

The Deputy Prime Minister reported on the progress in implementing reforms in transport and communication sphere. As reported, the measures are taken to ensure coordinated work of all structural units of the transport sector

Summing up the report, the Turkmen leader emphasized the importance of taking every effort to secure the coordinated and effective work of this sector. This is an essential condition for the further socio-economic development of the country.

Underlining that the government pays significant attention to establishment of a multifunctional and competitive transport and communications complex, the President of Turkmenistan instructed the Deputy Prime Minister to ensure the proper quality of services provided by industry enterprises.

Deputy Prime Minister G. Mushshikov reported on the work carried out by financial and banking institutions, the complex measures taken to develop the 2021State Budget.

As reported, it is planned to include significant amounts of investments in the state budget for the development of the social sphere, primarily healthcare sector, education, and social welfare.

Commenting on the report, the President of Turkmenistan noted that this strategic document should be drafted based on the existing potential and analytical forecasts and instructed the Deputy Prime Minister to make provisions for the stable development of all sectors, improve of production profitability, and efficient use of investment opportunities.

Focusing on the fact that the situation in the global economy remains difficult, President Gurbanguly Berdimuhamedov underlined the necessity to maintain steady paces of development. Special importance should be given to modernization of industries, reduction of inappropriate expenses, stabilization of the financial system, and preservation of investment activity.

The President of Turkmenistan focused on the priority tasks set to the leading sectors of the national economy in the near future.

As noted, currently restrictions are imposed on international passenger and cargo transportation, which has a negative impact on the main economic indicators of enterprises in the transport and communications sector. The current situation requires a prompt response in order to reduce its impact on the further development of this sphere.

Rescheduling repayments of bank loans, taxes and investments as well as the development of the relevant proposals within short timeframes were specified among the significant practical steps.

The Turkmen leader instructed the relevant officials to keep under strict control the issues of improving the activities of all institutions through the active introduction of advanced technologies.

It is important that self-supporting ministries and branch departments maintain the organizations and enterprises under their jurisdiction at their own expense, and state-financed structures – at the funds allocated for the current year, and extrabudgetary funds.

The Turkmen leader instructed the relevant officials to study the possibilities of maximizing the use of local resources to develop the tourism industry, emphasizing that it is important to pay due attention to this sector of services.

One of the key vectors of the forthcoming work is the creation of favorable conditions for the development of entrepreneurship. In this context, it is necessary to consider the possibility of providing the private sector with various benefits for providing raw materials, bank loans, paying taxes, conducting settlements, export operations, as well as developing specific proposals.

Textile industry ranks among the priority and export-oriented sectors of the national economic complex. Given the current situation in the world market, the demand for products manufactured by industry enterprises has temporarily decreased.

In this regard, the Turkmen leader instructed the relevant officials to study the possibility of marketing textile products to domestic consumers. The President of Turkmenistan also ordered to study the needs of foreign market, providing for online sales.

The Turkmen leader instructed the relevant officials to finalize the new version of the State budget in the nearest future, as well as to find additional sources for revenue side of the budget.

In conclusion, President Gurbanguly Berdimuhamedov emphasized that key tasks were considered during the meeting and wished the meeting participants success in their work.
