President Gurbanguly Berdimuhamedov held regular video conference working session of the Cabinet of Ministers where outcomes of work of branches of national economy for four months of the year have been summed up.

Opening the session, the Head of the State called deputy Chairman of the Cabinet of Ministers G. Mushikov, Minister of Finances and Economy E. Annamuhammedov and Chairman of the Central Bank M. Annadurdiyev.

The Vice-premier reported on macroeconomic indicators for January – April 2020. It was informed that stable development of national economy is provided in the country and necessary conditions for efficient use of the state financial resources.

For the period under review, the growth rate of the GDP was 6.3 percent. Comparing with the same period of the last year, the growth rate of production was provided on 5.5 percent level.

The volume of retail trade has increased by 19 percent while foreign trade by 1.5 percent comparing with the same period of the last year.

The revenue of the State budget has been executed by 104 percent while the expenditure part by 95.5 percent in January – April this year.

The volume of developed investments from all sources of financing was 7.3 billion manats for the period under review.

Construction of 197 social facilities, 35 water treatment complexes, more than 220.2 thousand square meters of living as well as engineering systems was carried out for four months under National rural programme. 845.6 million manats have been used.

The Vice-premier has also informed about analysis of expected results of social and economic development of the country in this year made together with relative ministries and departments in relation with current situation of the world economy.

After, Minister of Finances and Econoomy E. Annamuhammedov reported on the results of work in financial and budgetary system since the beginning of the year as well as on implementation of the Programme of the President of Turkmenistan on social and economic development of the country in 2020 – 2025 and programmes of branch development.

Further, Chairman of the Central Bank M. Annadurdiyev reported on integrated measures taken during four months of the year for successful implementation of monetary and crediting policy, modernization of electronic infrastructure and increment of list of services provided by banks.

Summing up the reports, the President stated with delight that in genera, economic indicators shows stable development. At the same time, monitoring of impact of current process on the economy of our country is one of current objectives.

Having pointed out that activity of banking institutes is not organized on proper level, the Head of the State ordered to take measures on reduction of cash flow and introduction of the system of non-cash payments.

After, Deputy Chairman of the Cabinet of Ministers M. Meredov, Advisor of the President of Turkmenistan for oil and gas affairs Ya. Kakayev and State Minister, Chairman of Türkmengaz State Concern M. Archayev have been called to the session.

The Vice-premier reported on the course of the Programme of development of oil and gas industry until 2030 and results of work of the structures under his supervision for four months.

It was reported to Head of Turkmenistan Gurbanguly Berdimuhamedov that plan of oil and gas condensate production was fulfilled by 108.9 percent, oil refinery by 104.1 percent, gasoline production by 124.2 percent, diesel fuel by 106 percent, polypropylene by 140.4 percent.

The growth rate of production of liquefied gas was 114 percent, natural and associated gas production – 102.3 percent.

Advisor of the President of Turkmenistan for oil and gas affairs Ya. Kakayev reported on work for improvement of activity of fuel and energy complex of the country, some big investment projects as well as for activation of international cooperation in energy sphere.

In his turn, State Minister, Chairman of Türkmengaz State Concern M. Archayev reported on the main indicators of development of gas industry of the country, planned measures for increment of production volumes, production of liquefied gas and petrochemical production made by facilities under the Concern.

Having listened to the reports, President Gurbanguly Berdimuhamedov noted that by the results of four months, production indicators of oil and gas complex meet annual plans, having specified the main directions of work for provision of growth rates in this sector.

The Head of the State pointed out that first, it is necessary to increase volumes of production and processing of hydrocarbon resources, modernize production facilities and infrastructure in general.

After, Chairman of the Cabinet of Ministers E. Orazgeldiyev, Minister of Agriculture and Natural Protection M. Bayramdurdiyev and Chairman of the State Water Management Committee G. Bayjanov were called to the session.

The Vice-premier reported on the outcomes of activity of the branches under his supervision for four months and seasonal agricultural works in the regions.

Total growth rate of production of agricultural complex was 118.1 percent. The same indicator of the Ministry of Agriculture and Natural Protection has also reached 118.1 percent, the State Water Management Committee – 118.8 percent, the State Association Türkmen atlary – 103.7 percent. The plan of investment development has been executed by 138.9 percent.

Minister of Agriculture and Natural Protection M. Bayramdurdiyev reported on the situation in the structures under his supervision and measures for technical rearmament of the industry and introduction of digital technologies.

Chairman of the State Water Management Committee G. Bayjanov reported on fulfilment of assignments of the Head of Turkmenistan for provision of rational use of water resources.

Summing up the reports, President Gurbanguly Berdimuhamedov directed the Vice-premier to take under control agricultural technical activities for care of crops and noted importance of comprehensive preparation to the wheat harvesting as well as increment of production of vegetable crops.

After, the President of Turkmenistan has called Deputy Chairman of the Cabinet of Ministers B. Ovezov and Chairmen of Türkmendemirýollary and Türkmenaragatnaşyk Agencies A. Atamyradov and H. Hudaygulieyv.

The Vice-premier reported on the outcomes of activity of the ministries and departments of transport and communication sphere in January – April. The structures of the complex have executed production plan by 107.7 percent with the growth rate of 108.5 percent.

The growth rate of Türkmenawtoulaglary Agency was 105.9 percent, Türkmendemirýollary Agency – 122.6 percent, Türkmendeňizderýaýollary Agency – 144.9 percent, Türkmenaragatnaşyk Agency – 111 percent.

The plan of cargo and passenger transportation by road, railway, air and maritime transport has been executed by 108.4 and 100.3 percent accordingly.

Chairman of Türkmenaragatnaşyk Agemcy H. Hudayguliyev reported that large-scale work is carried out for digitization of the structures under his supervision and their provision with advanced technologies.

In his turn, Chairman of TürkmendemirýollaryAgnecy A. Atamyradov reported on measures for improvement of quality of services.

Summing up the report, the Head of the State ordered to control work of transport facilities and agencies as well as to take proper measures in regard with complicated situation in the world. special focus was made on the necessity to provide all rural population of the country with wideband internet connection.

Continuing the session, the Head of the State called Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev, Minister of Construction and Architecture R. Gandymov and Minister of Industry and Construction Production S. Berdimuhamedov.

The Vice-premier reported on the outcomes of wok of the branches under his supervision in January – April this year as well as on the draft Resolution on approval of list of big production and social facilities planned to be built and put into operation in 2020 and 2021.

It was reported that for the period under review, the plan of production and service in construction and industrial complex was fulfilled by 115.1 percent with the growth rate of 119.6 percent.

Fulfilment of work plan of the Ministry of Construction and Architecture for four months of the year was 106.6 percent with the growth rate of 106.5 percent.

Production and work plan of the Ministry of Industry and Construction Production was executed by 105.6 percent with the growth rate of 105.7 percent.

Production, work and service plan of the Ministry of energy for the period under review was fulfilled by 125.3 percent. The growth rate of indicators in this structure was 126.5 percent.

Production and service plan of the State Concern Türkmenhimiýa was executed by 121.2 percent with the growth rate of 147.3 percent.

Administration of Ashgabat fulfilled the plan of works and services by 117.3 percent with the growth rate of 102.5 percent.

Continuing the report, the Vice-premier informed that number of proposals for facilities and constructions, which opening is timed to the 25th anniversary of permanent neutrality of Turkmenistan, have been developed.

Minister of Industry and Construction Production S. Berdimuhamedov reported on opening of new and modernization of existing facilities of industrial branch.

Having listened to the reports, President Gurbanguly Berdimuhamedov pointed out that realization of construction programmes is not treated with sufficient attention and pointed out that production of construction materials, especially cement, do not meet required volumes.

The President directed the Vice-premier and the Minister of Industry and Construction Production to increase volumes and to improve quality of cement, which is important construction material that is required at new construction sites of the country. certain assignments have been given on opening of high technology facility.

After, the President called Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov, Minister of Trade and Foreign Economic Affairs O. Gurbannazarov and Minister of textile Industry R. Rejepov.

Reporting to the Head of the State on results of work of the branches under his supervision for four months of the year, the Vice-premier noted that total volume of trade of the Ministry of Trade and Foreign Economic Affairs has grown by 19.7 percent for the period under review comparing with the same period in the last year.

Volume of production of the Ministry of Textile Industry from January to April has exceeded last year indicator by 3.3 percent. The production of the State Association Türkmenhaly has increased by 19.5 percent.

The State Commodity and Raw Material Exchange has held 85 trade sessions and entered into 9,342 contracts for the period under review. The volume of services provided for four months of the year have increased by 93.4 percent by the Trade and Industrial Chamber. 2 exhibitions and 5 conferences were held under the period under review.

Companies of the Union of Industrialists and Entrepreneurs of the country have increased volumes of industrial production by 11.3 percent, agricultural and food production has grown by 62.4 percent.

Minister of Trade and Foreign Economic Affairs O. Gurbannazarov reported on measures for provision of internal market with necessary production and on activity of the structures under his supervision.

In his turn, Minister of Textile Industry R. Rejepov reported on work of the facilities of the branch.

Having listened to the report, the President ordered to continue increasing volumes of production of consumer goods and gave instructions to the officials of trade complex for formation of modern system and implementation of new approaches.

Continuing the situation, the Head of the State called Deputy Chairman of the Cabinet of Ministers B. Abdiyev, Minister of Culture A. Shamyradov and Chairman of the State Committee for Television, Radio Broadcasting and Cinematography N. Garliyev.

Reporting to President Gurbanguly Berdimuhamedov on the results of activity of the spheres under his supervision from January to April this year, the Vice-premier informed that different cultural actions including dedicated to holidays and remarkable dates have been held.

Business trips of specialists of the Ministry of Culture and scientists of institutes of the Academy of Sciences to the velayats for collection and further scientific study and popularization of folklore materials have been organized. Achievements of the country in different sphere have been highlighted on the pages of printing and internet media, TV and radio channels.

Next, the floor for report was given to Minister of Culture A. Shamyradov who reported on measures taken for modernization of activity of the structures under his supervision and introduction of digital technologies.

In his turn, Chairman of the State Committee for Television, Radio Broadcasting and Cinematography N. Garlieyv reported on work for improvement of level of preparation of TV and radio programmes and improvement of their subjects.

Summing up the reports, President Gurbanguly Berdimuhamedov highlighted that it is necessary to highlight the 25th anniversary of neutrality on TV and radio channels and in press as well as to use capabilities of mass media in educational process. It is also necessary to activate work for transfer of printing media to electronic format, the Head of the state noted and gave number of assignments.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on activity of the spheres under his supervision for four months of the year. At the same time, the Head of the State called President of the Academy of Science S. Toyliyev and Minister of Education M. Geldiniyazov.

The Vice-premier reported that steadfast work for realization of the Concept of digitization, improvement of teaching of foreign languages has been carried out, training manuals and electronic dictionaries have been prepared for the period under review. Centre of Innoovative Information of the Ministry of education has been opened.

It was reported that 58 different study books and manuals have been published for the period under review. School and university students of the country took part in international contest and intellectual internet competitions and won various medals and diplomas.

Reporting on the situation in health protection sphere, the Vice-premier noted that construction of number of new modern facilities of the sphere has been continued.

Coming over to the subjects of development of sports, the Vice-premier reported that 30 national competitions and 32 sport events were held in the country in January – April. Turkmen sportsmen took part in11 international competitions where they have won 39 medals.

Further, Head of the Academy of Sciences S. Toyliyev reported on measures for further development of national science, strengthening of its equipment and facility base. Minister of Education M. Geldiniyazov reported on work for improvement of national education system.

Summing up the reports and addressing the Vice-premiers, President Gurbanguly Berdimuhamedov has focused that graduate exams would starts in schools of the country soon as well as study would finished in universities.

It was mentioned that it is necessary to provide proper preparation of children health improving and entertainment centres to summer season. In addition, new manual on digital system have to be prepared in all schools and to organize relative lessons, the Head of the State said, having highlighted that the main role has to be given to the Academy of Sciences.

Special attention has to be paid to development of the system of distant education of school and university students. It is also necessary to carry out proper work for introduction of new form of education into relative legislation, the President of Turkmenistan highlighted.

The Head of the State reprimanded Deputy Chairman of the Cabinet of Ministers P. Agamyradov for unsatisfactory fulfilment of duties, loss of control of activity of the ministries and departments under his supervision.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on activity of the Ministry in January – April.

Steadfast work was carried out for development of fruitful cooperation in bilateral and multilateral format under competent international organizations in the context of implementation of foreign course of neutral Turkmenistan.

For the period under review, 35 foreign delegations have visited our country via the Foreign Ministry. At the same time, 83 delegations of Turkmenistan were sent to foreign states. 109 conferences and meetings have been held together with foreign partners un our country for the period under review.

Contacts between foreign departments have regular character. Steadfast work is carried out for development and intensification of foreign relations of the country.

Having listened to the report and addressing the Vice-premier, the Head of the Foreign Ministry, President Gurbanguly Berdimuhamedov gave specific instructions for organizations dedicated to the 25th anniversary of neutrality of Turkmenistan.

During the session, the Head of the State signed the Resolution on appointment A. Bayramov as the General Consul of Turkmenistan in Russian Federation (Kazan).

After, the Speaker of the Mejlis G. Mammedova was called to the session. The Speaker informed President Gurbanguly Berdimuhamedov about activity of National Parliament for modernization of legislation base of the country.

18 laws of Turkmenistan and 9 Resolutions of the Mejlis aimed at legal support of social and economic reforms have been adopted for four months of the year.

Work on the Draft Law on Amendments and Addendums of the Constitution of Turkmenistan has been carried out. Sessions of working commission are held weekly where proposals coming in this regard are analysed.

At present, preparation to the Constitution Day and State Flag of Turkmenistan Day is carried out. The Mejlis together with public organizations as well as with the Foreign Ministry prepare for topical conferences on May 14 and 16 dedicated to the state symbols of the country.

The Head of the State noted the necessity of further control of the process of discussion and study of proposals on publication of the Draft Constitutional Law.

Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on fulfilment of objectives set to the military and law enforcement agencies.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted importance of strict compliance with the provisions of the Military doctrine, which has exclusively defensive character.

Continuing video conference session, the President of Turkmenistan highlighted that outcomes of four months demonstrate that well-planned activity of the Government together with sufficient volumes of internal and external reserves allowed us keeping high rates of growth of the GDP. At the same time, the situation in global economy remains quite complicated.

It was mentioned that at present time, we manage to withhold negative occurrence affecting operation of air and land transport in international relations, dispatch of production, tourism sphere, money transfers and financial flows.

Following this reasons, we expect reduction of volumes of domestic production. It is also necessary to consider severe fall of oil price in the world, the Head of the State said. It is expected that current situation can be worth than it was during the world financial crisis of 2008 – 2009 as well as fall of oil prices in 2014 – 2015.

According to forecasts of the Asian Development Bank, situation with reduction of the GDP level in Central and Western Asian countries in 2021 will start slowly come to normal, President Gurbanguly Berdimuhamedov said.

Same as in previous crises, monetary and crediting policy with stable development of the economy runs into shortage of money for satisfaction of requirements. In such situations, replenishment of occurring financial losses and creation of reserve financial funds for provision of macroeconomic stability is the main objective of the Government.

Therefore, the Head of Turkmenistan stated, we have to reduce significantly expenditure of the State budget and expenditures of the Government organizations and companies. At the same time, we have to fulfil all socially important obligations to the citizens timely and comprehensively as well as to support private sector.

Speaking of this, Turkmen leader pointed out that all vice-premiers have to prepare proposals on reduction of expenditures of the state budget, to review all construction programmes apart from social facilities. In this context, Deputy Chairmen of the Cabinet of Ministers were directed to present proposals on making of new budget by the outcomes of the first half of the year.

It is also necessary to change direction of spending of the government resources, President Gurbanguly Berdimuhamedov noted continuing the subject. Resources received in the result of reduction of expenses have to be used for economic and financial support of companies, small and medium business, creation of mechanism of rehabilitation of financial system. What is most important, on provision of medical facilities with medicine, personal protective equipment, diagnostic equipment, timely financing of quarantine expenses.

At the same time, it is necessary to intensify works for increment of export volumes, to hold under control issues of food security. Special control has to be implemented for prices of food products, provision of abundance of this production in markets and shops of the country, the Head of the State highlighted.

After, the President noted that Turkmenistan would observe remarkable date, the 75th anniversary of the Victory in 1941 – 1945 Great Patriotic War on May 9.

Having congratulated everybody on this celebration, the Head of the State said that ceremonial military parade dedicated to this remarkable date would be held in front of Memorial Complex Halk hakydasy and celebration firework would be made in the evening.
